On March 15, Dongying City in Shandong Province signed a strategic cooperation agreement with Contemporary Amperex Technology Co. Limited (CATL). The two parties will collaborate in the fields of zero-carbon industrial parks, industrial energy transition, technological innovation, new product/technology applications, and electrification of transportation, working together to create a citywide zero-carbon demonstration city and a model for the energy transition of industries.

During the signing ceremony, the Dongying municipal government and CATLsigned a strategic cooperation agreement to jointly build a zero-carbon city. The Dongying municipal government, Shengli Oilfield Administration Co., Ltd., China University of Petroleum (Beijing), and CATL signed a cooperation agreement on zero-carbon application scenarios. The Kenli District government and CATL signed an investment agreement for a lithium battery green manufacturing base, while relevant enterprises signed a memorandum of cooperation for industrial energy transition. Shandong Provincial Party Secretary Lin Wu and CATL Chairman and CEO Zeng Yuqun jointly witnessed the signing, with representatives from the Dongying municipal government, Sinopec Shengli Oilfield, China University of Petroleum (Beijing), and several key enterprises participating, marking the beginning of a new chapter in cooperation.

According to the agreement, Dongying and CATL will leverage their respective advantages to co-build CATL's first high-proportion green electricity direct supply zero-carbon industrial park in China. The first phase will establish a 40GWh lithium battery green manufacturing base in Kenli District, creating a "zero-carbon factory + lighthouse factory" dual high-standard demonstration project, and forming a full-chain green industrial cluster. The second phase will be launched in due course to further expand production capacity.

In promoting the energy transition of industries, CATL will also work with companies like Kenli Petrochemical and Huatai Chemical to innovate in zero-carbon chemical practices, driving the energy efficiency improvement and carbon reduction of the entire high-carbon industry chain, and providing a replicable "Dongying Solution" for the national transformation of heavy industries.

Additionally, CATL will help accelerate the electrification of transportation in Dongying, improving its charging and battery swapping infrastructure, and promoting the electrification of passenger vehicles, freight, heavy trucks, buses, and ships with high-quality products and services. The company will also assist in the implementation of battery-swapping modes in scenarios such as ports and mining areas.

As the location of the Shengli Oilfield, Dongying, Shandong Province, is the largest oil refining city in China, with four traditional industries: petrochemicals, petroleum equipment, rubber tires, and non-ferrous metals. At the same time, it is fully developing new energy industries such as high-end lithium batteries and wind power equipment, giving it a unique advantage in building a zero-carbon city. Moving forward, both parties will continue to deepen strategic coordination, fostering new productivity through technological breakthroughs and scenario innovation, and creating a green and low-carbon ecosystem to set the benchmark for the region's "Zero-Carbon Dongying" development.
